As the Heisei era nears its end, the Shimazu Clan's second-generation boss, Yumizo Tokuma (Ryuji Katagiri), suffers a fatal stroke, triggering a power struggle. A succession battle erupts between Wakagashira Tetsuo Sakuragi (Yasukaze Motomiya) and Saiko-komon Kippei Hagiwara (Kazuyoshi Ozawa). Hagiwara's faction aligns with the Kanto-based Ichio Federation to block Sakuragi from becoming the third-generation boss.
